Welcome to the Church of Scientology International European Office for Public Affairs and Human Rights

On the second floor is a multi-purpose conference centre that can be set up for religious services, lecture events, seminars or round-table meetings. The displays along the walls of this facility illustrate the many secular programs that utilise Mr. Hubbard’s methods to resolve the societal ills of drug abuse, crime, illiteracy and immorality.

A conference centre is the focus of the second floor; the multi-purpose room can be set up for religious services, lecture events, seminars, round-table meetings or special film showings. The wall displays illustrate the many secular programs that utilise Mr. Hubbard’s methods to resolve the societal ills of drug abuse, crime, illiteracy and immorality.


The Association for Better Living and Education (ABLE) is the umbrella organisation which provides direction for these secular programs and activities, which are all based on Mr. Hubbard’s research and technologies. The Church of Scientology supports ABLE and these social betterment programs as part of its worldwide social mission. ABLE has so far developed four general categories of social betterment programs.

Narconon is the world leader in effective drug rehabilitation, with a proven 70% success rate according to expert findings in Spain and Sweden. There are currently 45 residential Narconon centres in 35 countries. More than 30,000 former drug addicts have been graduated from the program since its inception.

The Narconon program has strong support from both the courts and governments of many European countries. Narconon programs in Switzerland, Denmark, Sweden, Italy, Spain and the Netherlands receive public funding from the government — as do programs in the United States, Canada, Mexico and South Africa. Similarly, judges and governmental agencies in Denmark, Germany, Italy, Russia, South Africa, Canada, United Kingdom, the Netherlands, Spain, Sweden and the United States actively refer drug addicts to Narconon.

The print media display room presents visitors with an overview of the extensive press coverage of the Church’s worldwide social betterment activities, while its surrounding walls hold thousands of awards and official recognitions received by the Church for its social benefit programs.
Applied Scholastics offers a workable answer to the problem of solving illiteracy, which is often at the root of drug addiction and crime. A person who cannot study and learn becomes disenfranchised by society and may resort to drugs or crime as a means of survival. Applied Scholastics provides the individual with effective study skills, so that they can realise their aims and live a productive life.

There are currently 415 Applied Scholastics learning centres in 54 countries, including Austria, Belgium, Canada, Denmark, France, Germany, Holland, Japan, New Zealand, Scotland, South Africa and Sweden. They have delivered seminars and training courses to 54,000 teachers, and those teachers have in turn provided the study technology to more than 27 million people around the world.

Criminon is recognised throughout the world for its use of Mr. Hubbard’s technology to effectively rehabilitate even the most hardened of criminals. The program currently operates 57 groups in 1,750 prisons, reaching an average of 7,000 inmates in 28 countries. An independent study of one program by the University of California of Los Angeles found recidivism in one prison reduced from 72% to 9.5% after implementing the Criminon program. Similar results have been obtained in prisons in Puerto Rico and other parts of the United States, as well as South Africa and England.

The Way to Happiness is a program for improving public morality based on the only truly non-religious moral code in existence. Since it was first published in 1981, more than 59 million copies of The Way to Happiness have been distributed in 95 countries and 41 languages. Dissemination of The Way to Happiness booklets in hundreds of schools has helped to lower the incidence of violence and intolerance, and even the local crime rates. Recently it was used successfully to help quiet social unrest during riots in Cleveland, Ohio. The profound message contained in this simple booklet has astounded law enforcement and government officials alike, and has helped in the most dire of circumstances time and again.

The director’s office: Visitors are always welcome, whether they have an interest in and want to learn more about the Scientology religion and its social programs, or simply to enjoy a tour of the extraordinary new facility.
These programs are all immediately available to any individual, group or organisation. Their efficacy is known and acknowledged throughout the world.

Also on this floor is a print media display room. Several large-sized presentation books exhibited on special display pedestals show the voluminous media coverage of the worldwide social betterment activities of the Church and its members. The walls surrounding these displays depict the thousands of awards and official recognitions the Church has received from governments and dignitaries worldwide for its social benefit programs.

As is the case for all churches of Scientology around the world, the European Public Affairs and Human Rights Office is open to the public. Visitors are always welcome, whether they have an interest in and want to learn more about the Scientology religion and its social programs, or simply to enjoy a tour of this extraordinary new facility.

It is our intention that our new European Office for Public Affairs and Human Rights shall become a resource and focal point for those seeking to help their communities. It provides workable answers to the problems facing those active in the fields of religion, human rights and social betterment. And it was designed for active use, so that it will be a primary source for positive change both locally and throughout Europe.
